Dvorkovich: the goal of work in Davos is to attract investors

MOSCOW – The annual session of the World Economic Forum opens in Davos on January 23. This year, the largest-scale participation of the Russian delegation in the entire history of the forum is planned. Representatives of the government of the Russian Federation, regions, large business associations and companies will come to Switzerland for two full working days. The delegation will be led by Prime Minister Dmitry Medvedev.

The important role of Russia in the forum today is primarily due to the fact that in 2013 Russia is chairing the G20. As Deputy Prime Minister of the Russian Federation Arkady Dvorkovich explained to the press, Davos traditionally accepts those responsible for the G20 and G8 as its main guests. That is why the first day of the forum will open with a large plenary session “Scenarios for Russia”.

“All three scenarios are not optimistic. The Russian government will express its point of view on which scenario we can go and how to minimize risks ”

Arkady Dvorkovich, Deputy Prime Minister of the Russian Federation.

The main question of the session – “What are the prospects for Russia’s economic development against the backdrop of global challenges?” Dvorkovich noted that the topic of the session was chosen by the organizers of the forum, and it was developed, inter alia, together with Russian experts, economists and representatives of the Ministry of Economic Development..

The Ministry of Economic Development has already worked in this direction: there is a document “Long-term forecast of socio-economic development of Russia until 2030”. When asked by the Russian Voice of America correspondent whether it is planned to discuss future scenarios for Russia with the international community on the basis of this document, Dvorkovich replied that some paragraphs of this forecast will be presented on the forum.

“The organizers of the forum proposed a topic for discussion, and we decided that this is a convenient occasion to discuss the prospects of Russia and how much Russia is embedded in world processes,” Dvorkovich commented..
Are there any optimistic forecasts for Russia?

Dvorkovich listed the main scenarios for the development of Russia, which will be discussed at the plenary session. “The documents have already been distributed among the forum participants,” he said..

Dvorkovich, however, decided to immediately warn: “We have three scenarios of development, and all three are unusual.” According to him, this is not an attempt to make a prediction. The experts identified three main “uncertainties”. Further actions depend on how each of them is resolved..

What are these questions? First of all, this is the conjuncture of the global commodity markets. Secondly, it is the pace of internal reforms in Russia. And thirdly, this is the degree of regional integration within Russia..

Accordingly, experts are developing the following options: if oil prices fall, “with known consequences for the announced programs”; if oil prices remain high, but institutional reforms are not carried out in Russia; and, finally, what will happen in the event of increased regional differentiation, but general stagnation of the country.

“All three scenarios are not optimistic. The Russian government will express its point of view on which scenario we can go and how to minimize risks, “Dvorkovich comments..

“Of course, we also have more positive scenarios, but I think that negative forecasts are good, as it makes you wonder where and in what areas you need to work, and does not allow you to relax. All scenarios involve risks and challenges, and this is a good challenge. “.

But here you can pay attention to an interesting point. Presenting in Davos almost only pessimistic forecasts of its own economic development, Russia contradicts the declared main goal of participation in the forum: to attract investors. Dvorkovich himself has repeatedly stressed that a large Russian delegation must show that Russia is an open country with which one can and should work, as well as present new large projects. How the delegation will deal with it – the question of the next two days.

No meetings with US officials scheduled

The correspondent of the Russian service “Voice of America” asked the Deputy Prime Minister: are bilateral meetings with the representatives of the US delegation at the forum expected?.

Dvorkovich replied that no meetings with US representatives are planned yet. “I don’t even know who is coming from them, to be honest,” he said. – We did not make appointments, but this does not mean that we will not collide anywhere. As it always happens in Davos, informal contacts, of course, are not excluded. “.
